Political stability is a key goal of democracies.58 Protracted periods of instability impact the effectiveness of political institutions to support democratic projects and democracy itself.59 In democracies this stability is achieved by the rule of law, the existence of independent courts that interpret and apply the laws and due process, impartial and independent public institutions, strict separation of powers, and other guardianship powers of regulated institutions. In addition, democratic institutions are also a critical ingredient of democratic learning, where the stability protects citizens and political actors from their own mistakes.60
A clear correlation between stability and democracy is shown by comparing countries that remain democratic throughout their histories with countries that have taken numerous transitions (regimes) and that not always maintain democracy. Both democratic stability and the lack of judicial stability are the best predictors of democracy.164 Some of these regimes have maintained openness of power systems by allowing an unstable political system. This is the case of Democratic Republic of Yemen, People's Democratic Republic of Yemen and Democratic Socialist Republic of Vietnam.165 7211a4ac4a
